Do you need a certificate for work in both school and kindergarten?
Due to a change in the Education Act, those who are going to work in both a school and a nursery school must apply for two separate certificates. Previously, you could apply for one combined certificate for these purposes. The change applies from 1 August.
Below you will find information about how to apply for a police certificate of conduct online, whether you need it for work, studies, a voluntary organisation or to obtain Norwegian citizenship.

Before you apply - You can only apply for a certificate for yourself.
- A police certificate of conduct is valid for three months only.
Make sure you have a confirmation of the purpose of the certificate
Normally, your employer or assignment provider will provide you with a completed confirmation of the purpose which you have to attach to your application. The list of approved police certificate purposes lists the purposes in alphabetical order.
Are you a college- or university student?
As a pilot project, it is from 1 August 2022 possible to apply for a police certificate directly from Studentweb for some studies. It is each individual study place that decides which study programs are relevant for this, and it may be that some studies are not relevant this year.
- We recommend that you wait to apply for a police certificate until you have gained access to Studentweb and see if your studies are there.
If the study you have been offered admission to, can be found in Studentweb:
Confirmation of the offer of admission and the correct purpose for the police certificate is sent automatically from Studentweb to the police application portal. You must log in to our application portal and confirm your application afterwards.
If you do not find the study in Studentweb, you must apply in the usual way:
The offer letter from Coordinated Admissions or the educational institution is your confirmation of purpose.
- The receipt from the campus or Studentweb is not valid as confirmation.
Requirement for a police certificate in connection with practical studies or clinical teaching
If the educational institution requires a police certificate during the study in connection with practical studies or clinical teaching, they fill in a separate purpose confirmation for you. The purpose confirmation must indicate that the educational institution requires a police certificate from you, and must contain- your name
- information about which study program you are a student at
- information about why a police certificate is required of you (for example, clinical teaching or practical studies)
- legal authority for requirements for a police certificate
Are you an upper secondary school student planning a work practice period?
According to new guidelines, your school can no longer request a police certificate of conduct or issue a confirmation of its purpose on behalf of your employer.
Your employer is your work practice provider, and only they can request a police certificate of conduct, provided there is a legal basis for it. If there is a legal basis for requesting a police certificate of conduct, they must complete the confirmation of purpose form for you, which you must attach when you apply for a certificate.
Are you under 18?
If you are under 18, a guardian must also sign the confirmation. Only apply for a police certificate of conduct when you have found a work practice employer.

How to apply - complete and upload Log in to apply. Enter your contact details, and select the category and purpose of the certificate.
For students:

Check that the postal address and contact information are correct.

If you are applying via Studentweb, you must log in. You have to agree that Studentweb can send the necessary information to the police, to be sent from Studentweb to our application portal.

The application portal will contain a completed application with the correct purpose and confirmation from the place of study. Please remember to confirm the order of the certificate by pressing "Apply for this certificate". You can also choose to apply for a police certificate of conduct for another purpose, but then you must attach confirmation.

If you apply in the usual way in the application portal, you must select the category "Students" and the purpose stated in the offer letter from the place of study.
Upload the confirmation of the certificate's purpose:
- If you need a confirmation, you will have received one from your employer or assignment provider.
- College/university students: The offer letter from Colleges Admission Service or the educational institution is your confirmation of admission to the program. The "purpose confirmation" from the educational institution is your confirmation when you apply for a police certificate of conduct during your studies.
If you apply via Studentweb, the correct purpose will be sent automatically. You do not need to upload any attachment to the application. - Upper secondary school students: You will get a confirmation from your work practice employer.
- Persons under 18: You need a signature from your guardians (89 kB pdf) that they know you are applying for a police certificate.

Processing time and application status If you have one, your police certificate will be mailed to your digital mailbox within 2 weeks from the day the police received your application. It may take a little longer if your certificate is sent by post.
Longer processing time in October
Due to a very high number of applications, the processing time is longer. In some cases, it may take more than 14 days before you receive a response to your application. We are processing the applications as quickly as we can.

We send you the application As a general rule, the police certificate of conduct will be sent to your digital mailbox (Digipost or E-box) if you have created it.
Get a digital mailbox here.If you have an e-Box, the certificate will be sent there
This also applies even if you have a digital mailbox on Digipost. You can have e-Box without being aware of it. For example, your bank may have created an e-Box for you.
If you do not have a digital mailbox, we will send the police certificate in Altinn.
If you do not have Altinn, or have reserved yourself against digital communication with the public sector.
- Then the police certificate of conduct has to be printed and sent by post.
Unless you have stated otherwise, the certificate will be sent to your registered address. The postal service within Norway normally takes 10-14 days.

Submit an appeal Do you want to submit an appeal?
- The appeal must be submitted no later than 3 weeks from you receive the police certificate of conduct.
- You can appeal if you disagree with what has been included in the certificate, or if your application has been rejected.
- The appeal must be in writing. Download the appeal form and fill it in (80 kB pdf).
