Important changes from 28 September 2024

New rules about where to apply for protection from 15 July

  • From 15 July 2024, all Ukrainian citizens seeking protection in Norway must register their application at the National Arrival Centre (see map).
  • This applies to both applicants who need accommodation in an asylum reception center and those who have found a private accommodation in Norway and who do not need accommodation in an asylum reception centre.

The National Arrival Centre is located in Råde municipality, approximately 116 km south of Oslo Airport (Gardermoen). The nearest border crossing point is Svinesund on the E6 motorway, while the nearest airport is Oslo Airport (Gardermoen). Address: Mosseveien 58, 1640 Råde. 

Please note:

  • You will have both to organize and pay for transportation to the National Arrival Centre yourself.
  • When you come to the National Arrival Centre, contact the police there. They will assist you further.
  • If you have already travelled to a different location than the National Arrival Centre and you are in a particularly difficult or vulnerable situation, the local police may, in special cases, make an exception for you and provide you assistance in travelling to the National Arrival Centre. Children traveling alone (unaccompanied minors) will always be provided such assistance.
  • There is no guarantee of receiving an accommodation in the area where you have previously stayed, so bring all your belongings to the National Arrival Centre.

Below you will find more information about some details and exceptions.

Information for asylum seekers who have found a private accommodation in Norway and who do not need accommodation in an asylum reception centre:

  • If you meet the requirements for temporary collective protection in Norway and already have a place to live in Norway (where you can live at your own expense while waiting to be registered and after the registration of your application for protection), you can choose to register your application for protection at the National Arrival Centre (in Råde municipality) or at Gardermoen Registration Centre (near Oslo Airport). 
  • From 15 July 2024, you can no longer register your application for protection at the previous registration points of the police all around the country (Kirkenes, Trondheim, Bergen, Jæren and Torp).
  • You cannot meet with the police without an appointment. This appointment must be made in advance.
  • Contact the logistics group of the National Police Immigration Service (Politiets utlendingsenhet, PU) on phone 40 02 61 90 to arrange a time and place where you can meet to register your application for protection. State whether you want to be registered at the National Arrival Centre or at Gardermoen Registration Centre. Phone hours: Monday to Friday from 9:00 am to 3:00 pm. The phone is closed on Saturday, Sunday and all public holidays.
  • Remember that when you meet with the police, you must bring all your ID documents.

Please note:

  • You will have to pay for transportation to and from your home, including any accommodation along the way.
  • If you choose to register as an asylum seeker with a private accommodation in Norway, you will not be offered any accommodation after the registration of your application or while waiting to be registered with the police. 

Information about new changes from July 1, 2024

The Ministry of Justice and Public Security has recently adopted some new amendments to the Immigration Regulations regarding temporary collective protection for persons displaced from Ukraine.

The new changes to the regulations will apply to those who have previously had temporary collective protection but where it has been terminated, revoked or not extended. These individuals cannot receive temporary collective protection if they apply for protection in Norway again. The changes to the regulations will take effect on July 1, 2024.
