Requirements for applicants

  • You must be a citizen of an EU/EEA or EFTA country.
  • You must have a Norwegian national identity number with 11 digits. A D number with 11 digits does not meet the requirement.
  • You must present a valid electronic, machine-readable national ID card or passport from your home country. If you have both a passport and a national ID card, we recommend that you bring both.
  • The name in the passport or ID card you present must match the name registered in the Norwegian National Population Register (Folkeregisteret).

How to check the requirements

Are you a citizen of an EU/EEA or EFTA country?

You must be a citizen of a country that is part of the EU/EEA or EFTA in order to apply.

If you are a citizen of one of the following countries, you can apply for the ID card:

Do you have a Norwegian national identity number?

You must have a Norwegian national identity number to apply. A D number does not meet the requirements. You can find information about the national identity number om the website of the Norwegian Tax Administration (Skatteetaten).

Does your passport or national ID card from your home country have the correct symbol?

You must check whether your passport or ID card has the correct symbol to be read by a machine. If your passport or ID card has this symbol, you can use it when you apply:

Is your name the same in your passport or ID card as in the National Population Register?

The name in the passport or national ID card you present must match the name registered in the Norwegian National Population Register (Folkeregisteret). If the names do not match, you must either update your name in your home country and apply for a new passport or national ID card in your home country, or change your name in the Norwegian National Population Register.

You must book an appointment to apply

For now you can only apply for a national ID card at Politiets publikumssenter i Ski, located in Eastern Police District, Akershus County. The address is Tinghusveien 28, 1400 Ski.

About the National ID card for foreign nationals

  • Currently, only citizens of EU/EEA or EFTA countries can apply for the ID card.
  • In the future, third-country nationals (citizens of countries outside the EU/EEA and EFTA) will also be able to apply, but there is no set date for this yet.
  • For now, applications can only be submitted at the Politiets publikumssenter in Ski. You must book an appointment and appear in person with the required documents.
  • The service will be available in more locations in Norway, but it is not yet decided when.
  • The ID card cannot be used for travel and is only valid in Norway. You can use it as identification and to confirm your Norwegian national identity number.
